The Medical Episode Spending Allowance (MESA) is a new benefit design that sets a spending allowance equal to the medical value of the care needed. Rather than applying deductibles and out-of-pocket costs indiscriminately across all medical services, regardless of condition or value, it adapts the benefit to the medical needs of the individual.
